Jetting is maintenance, not construction — it does not require a plumbing permit. What it does require is judgement about the pipe. Fairfax County’s homeowner guidance notes that frequently clogged drains, sewage odor and basement backups during rain are signs a lateral may need repair, and that CCTV examination is the best way to assess its condition (Fairfax County, Sanitary Sewer House Lateral). If the camera shows a cracked or offset line, the answer is a repair, and a repair on private property does need a county plumbing permit.
The county also notes that basement backups during heavy rain often come from rainwater entering the sanitary system through inflow — an uncapped cleanout, a roof drain connection, a storm cross-connection — or infiltration through cracked pipe and root intrusion. Jetting will not solve an inflow problem; finding the connection will.

For a sound pipe, yes — it is water, and the pressure is matched to the line. For a pipe that is already cracked, badly corroded or offset, it is not the right tool, and that is exactly why we camera the line first on main lines and repeat problems rather than jetting blind.
A one-off clog in a single fixture is usually a cabling job. Jetting earns its keep when the same line keeps clogging, when the kitchen line has years of grease on the walls, or when a main line has root hair and scale that a cable just bores through.
That depends on what put the buildup there. A properly jetted line with no structural defect and normal household use should go a long time. A line with a belly, a crack or a root-invaded joint will re-clog no matter how well it is cleaned, because the defect keeps catching debris.
It can clear root growth from inside the pipe, and a root-cutting nozzle handles a fair amount. What it cannot do is stop the roots coming back, because they are entering through a defect in the joint. Clearing buys time; repairing the joint is the fix.
It should not. The work happens at an exterior cleanout wherever possible, and debris is flushed out through the line rather than pulled back through your home. We protect the area and clean up regardless.
