Unit shutoff versus building shutoff
In a single-family home, the water stops at your main shutoff. In a condo or a stacked multi-unit building, that is often not true, and finding out during a burst supply line is the worst possible moment.
Three arrangements are common:
- In-unit shutoffs only at fixtures — you can isolate a toilet or a sink, but there is no single valve for the whole unit
- A unit shutoff inside the unit — usually in a utility closet, sometimes behind an access panel
- A riser shutoff outside the unit — in a common corridor, closet or mechanical room, which building staff control
The useful thing to do is find out which you have on a calm afternoon, and label it. If your unit’s water can only be stopped by building staff, then knowing how to reach them after hours is part of your emergency plan, not an afterthought.
In a townhome the picture is usually closer to a single-family home — your own main shutoff, your own water heater — but party walls and shared stacks can still be in play depending on how the community was built.
Shared stack versus unit-owned piping
A shared stack is a vertical waste and vent pipe serving stacked units. When it blocks, the effects show up in whichever unit is lowest on the affected section — which is why an upper-floor problem frequently presents as a lower-floor backup, and why a neighbour’s repair can suddenly become your flooded bathroom.
The rough shape most communities use is that the branch piping serving only your unit is yours, and the shared stack serving multiple units is the association’s. But that is a generalisation, and the exact line is set in your community’s documents. It is genuinely different between buildings.
Practically, the signal that you are looking at a stack problem rather than a unit problem is that more than one fixture is affected at once, that neighbours have the same symptom, or that the backup arrives when nobody in your unit is running water.
HOA notification and access
Most associations require notice before plumbing work, and many require it before any water shutoff that affects other units. This is not bureaucracy for its own sake — a riser shutoff takes water from every unit on it, and people need warning.
What tends to be required, in rough order of how often it comes up:
- Advance notice to the property manager for work needing a riser or building shutoff
- Proof that the contractor is licensed and insured, sometimes with the association named on the certificate
- Approved working hours, particularly for noisy work
- Elevator or loading-dock booking for a water heater swap
- Access arrangements for anything behind a common-area panel
Building this in ahead of time is the difference between a scheduled morning and a wasted trip. We are glad to coordinate with a property manager where a job needs it — it is routine work in the area’s condo and townhome communities.
Tight utility-closet water heater replacements
Replacing a water heater in a compact utility closet is a genuinely different job from replacing one in an open basement, and the constraints are physical:
- Getting the old unit out and the new one in through a doorway, a corridor and possibly a lift
- Clearances the closet actually allows, which sometimes rule out a like-for-like replacement
- Combustion air and venting where the unit is gas-fired
- A drain pan and a place for it to discharge, which matters a great deal when the unit sits above finished space or above another home
- Working room to make connections properly rather than awkwardly
This is one of the situations where a tankless unit is worth considering, since reclaiming the floor space is often the point. Whether it is feasible comes down to whether a compliant venting route and adequate gas supply can reach that closet — which is a question to answer by looking, not by hoping.
Leak responsibility boundaries
This is where people most want a straight answer and where a straight answer would be irresponsible. Who pays for what after a leak in a shared building is determined by your association’s governing documents — the declaration, bylaws and rules — together with the association’s insurance policy and your own. Those documents differ between communities, and they control.

- Stop the water first. Everything else can wait; water spreading through a floor assembly cannot.
- Notify the property manager promptly, in writing, even if you think it is entirely your own problem.
- Photograph everything before anyone starts drying or removing material.
- Keep the failed part. The component that failed is often what determines where responsibility sits, and it is routinely thrown away in the clean-up.
- Get the cause identified and documented, not just the damage repaired.
- Read your declaration and bylaws, and ask your property manager and your insurer directly.

Shut it off at whatever level you can reach, and if that means the building shutoff, call building staff immediately rather than looking for the valve yourself. Then call a plumber.
