A sound flange makes a reset quick. A cracked, corroded or sunken one has to be repaired first, and you often cannot tell until the toilet comes up.

Old shutoff valves frequently will not seal once they have been turned. Replacing one while the toilet is off is far cheaper than doing it later.

Repairing or swapping a toilet in the same location is ordinary fixture work and does not normally require a permit. Relocating one is not: moving a toilet means altering drain and vent piping, and that is permitted work in most jurisdictions here. We will tell you which one your project actually is.
The detail that matters most for longevity is the flange — its height relative to the finished floor and its condition. A flange sitting too low after a flooring change is the reason a great many “new” toilets rock and leak within a year. Setting it right is not glamorous and it is the whole job.

Almost always the flange or the set, not the toilet. Either the closet bolts have loosened, the flange is cracked or corroded, or it sits too low relative to the floor — often after new flooring went in over the old. Shimming a rocking toilet without fixing the flange breaks the wax seal again in short order.
Usually a failed wax ring, sometimes a cracked flange, occasionally condensation on the tank in humid weather. The first two mean water is getting into the subfloor every flush, so it is worth looking at quickly. A stain spreading on a ceiling below an upstairs bathroom is the same problem at a later stage.

Yes. Many customers buy their own fixture and have us install it. We will confirm it fits your existing rough-in and connections before we start, and flag anything else it needs — a new supply line or shutoff valve being the usual ones.
Sometimes, particularly with certain low-flow designs and a long or poorly-sloped branch line. But if other fixtures are slow too, or the toilet bubbles when the sink or washer drains, the problem is in the line rather than the fixture, and replacing the toilet will not fix it.
